ABSTRACT
The contribution, after examining the Holy See’s diplomatic notes previous bills not yet approved, highlights the legal nature of the Verbal Note as a communication tool between diplomatic representations and deal with the most problematic aspects of application that the formulation of the so-called “Ddl Zan” would have put in order the freedom guaranteed to the Catholic Church by the concordat commitments.
