ABSTRACT
The essay analyses the Apostolic Letter Il Governatorato, issued by Pope Leo XIV in the early months of his Pontificate, which amends Article 8 of the Fundamental Law of the Vatican City State. The papal document effectively removes the requirement to appoint a Cardinal as President of the Pontifical Commission (and, consequently, of the Governorate). The text contextualises this innovation by tracing the historical evolution of legislative and executive powers in the Vatican from 1929 to the present day.
